    Egypt Offers Citizenship Through Investment Starting at $250,000

    Egypt is offering foreign investors a route to citizenship through a government-approved investment programme, with qualifying applicants able to begin the process with a $250,000 non-refundable contribution to the state.

    The programme is included in Henley & Partners’ 2026 Residence and Citizenship Programs report, which tracks investment migration schemes available in countries around the world.

    Egypt is listed alongside countries including Austria, Argentina, Jordan, Malta and St. Kitts and Nevis.

    Rather than relying on a single investment route, Egypt’s programme gives applicants several options depending on the amount and type of capital they are willing to commit.

    Four investment routes

    The lowest-cost option requires applicants to make a $250,000 non-refundable contribution to Egypt’s public treasury.

    Investors can also choose to put $300,000 into qualifying government-owned real estate.

    Another route involves investing $350,000 in a local business, together with an additional $100,000 contribution to the state.

    The fourth option requires a $500,000 bank deposit. According to the programme’s terms, the deposit can be recovered in Egyptian pounds after three years, although it does not generate interest.

    The application process is handled through a specialised citizenship-by-investment unit established by the Egyptian government.

    Authorities indicate that applications can take approximately six to 12 months to process.

    Why investors may consider Egypt

    Citizenship-by-investment programmes have become part of a global market in which wealthy individuals seek additional citizenship or residence rights while directing capital into participating economies.

    For Egypt, the programme provides a way to attract foreign capital through several channels, including public finances, real estate, businesses and the banking system.

    For applicants, the attraction goes beyond the initial investment requirement.

    Egyptian citizenship can provide access to an economy with a strategic geographic position connecting Africa, the Middle East and Asia.

    According to Henley & Partners, Egyptian passport holders also have visa-free or visa-on-arrival access to 49 destinations.

    That combination of geographic position, economic scale and international mobility can make the programme appealing to investors looking for an additional citizenship option.

    A growing global market

    Egypt’s programme operates within a broader international trend.

    Governments offering citizenship-by-investment schemes generally seek to attract foreign capital, while investors may be motivated by factors such as international mobility, business opportunities, family planning or diversification of their personal assets and legal status.

    However, these programmes vary significantly.

    The amount required, qualifying investments, processing periods and conditions attached to citizenship differ from one country to another.

    Egypt’s inclusion in the latest Henley & Partners report places it among a relatively small group of countries actively offering structured investment routes to citizenship.

    Its programme is also notable because applicants can choose between a direct contribution to the state, real estate investment, business investment or a bank deposit.

    Egypt’s wider economic position

    Egypt’s size is another factor behind the interest in its programme.

    With an economy worth hundreds of billions of dollars, the country is one of Africa’s largest economies and occupies a strategically important position between the African, Middle Eastern and Asian markets.

    For business-minded investors, that location can offer opportunities that extend beyond the citizenship benefit itself.

    The programme therefore represents two sides of the same equation: Egypt gains access to foreign capital, while qualifying investors receive a potential pathway to citizenship and access to the country’s economic environment.

    As investment migration continues to expand globally, Egypt’s programme gives international investors another option for combining capital deployment with a potential change in citizenship status.
