    Egypt and IMF Reach Staff-Level Agreement on Reviews to Unlock $1.6 Billion Disbursement

    International Monetary Fund (IMF) staff and Egyptian authorities have reached a staff-level agreement on the seventh review of Egypt’s Extended Fund Facility (EFF) and the second review of its Resilience and Sustainability Facility (RSF). Upon final approval by the IMF Executive Board, Cairo will secure access to approximately $1.5 billion under the EFF and $136 million under the RSF. This newest tranche will push cumulative disbursements under the joint structural reform programs to roughly $7.2 billion, providing vital liquidity to help President Abdel Fattah el-Sisi’s administration anchor macroeconomic recovery amid heightened regional volatility.

    Despite external vulnerabilities stemming from trade disruptions along the Suez Canal and volatile global energy prices, the IMF described the performance of Africa’s third-largest economy as remarkably resilient. Timely state interventions—including tightening public expenditure limits, reducing public energy consumption, and raising local electricity and fuel prices—have effectively mitigated deeper economic fallout. Bolstered by enhanced foreign currency access and tighter fiscal management, Egypt’s real GDP grew by 5% in the third quarter, while foreign currency reserves climbed to $53.13 billion, compared to $48.53 billion recorded in the previous year.

    However, international economists warn that the country’s recovery framework remains exposed to persistent inflationary threats. With urban inflation sitting at 14.6% and projected to touch 15.8% by the close of the fiscal year, the IMF has urged the Central Bank of Egypt to sustain tight monetary policies and prioritize exchange rate flexibility as an essential defense network against external capital shocks. Furthermore, the IMF emphasized that long-term private sector-led competitiveness will rely heavily on structural state divestments. While Egypt recently granted initial public listings to four major state-owned companies, accelerating the full execution of its State Ownership Policy remains critical to attracting sustained international commercial investment.
